「～で構成されている」という表現を確認しておきましょう。
一番使いやすい言葉はconsist of～です。
「そのグループは、エンジニア5名、サービススタッフ2名、営業2名から成っています。」
「そのシステムは、3つのユニットから成っています。」
The group consists of five engineers, two technicians, and two sales representatives.
The system consists of three units.
受け身の形で、be composed of という表現もあります。容易に分解できないものに使うのが自然です。
「水は水素と酸素でできている。」
Water is composed of hydrogen and oxygen.

その一方で、「部分」が「全体」を構成していると言いたいときは、
constituteまたは make upを使います。（どちらも同じ意味ですが、make up は日常語に近く、constituteは硬い表現です。）
Five engineers, two technicians, and two sales representatives make up the group.
Three units constitute the system.
受け身にすると、be made up of、be constituted ofになり、それぞれの文は以下のように書き換えられます。
The group is made up of five engineers, two technicians, and two sales representatives.
The system is constituted of three units.（注：これは、硬すぎる表現です！）
これらは結局、最初に紹介したconsist ofの文と書き換えられます。そちらの方が簡単で分かりやすいです。
